Meganium!
Overview:
Meganium has always been an...interesting Pokemon. Some people swear by its amazing design and I have to admit it is pretty cute for an evolved Pokemon. It is literally based on a dinosaur with a hibiscus around its neck. It's also the Herb Pokemon so #BlazeIt. ...actually don't blaze poor Meganium it's weak to Fire. Definitely a qt though! :*
Battling:
Unfortunately, Meganium is one of those Grass-types that tries really hard to be a wall. This is all well and good...if you aren't a pure Grass-type. With its many weaknesses, Meganium usually falls short of being able to truly wall things as hard as it potentially could. That's not to say Meganium is useless though! It has access to dual screens level up which is actually very unique especially for a Grass-type. It also learns Curse via Generation 2 TM which can give it a physically offensive and defensive edge.
Defense/Support:
Dragon Tail also lets it cycle out things that get too comfortable. Toxic and Leech Seed as well as Ingrain and Synthesis give Meganium immense stalling potential and staying power respectively. Aromatherapy is always useful for support, and an unexpected Worry Seed can be quite disruptive. What really stands out for Meganium, though, is its access to Counter and Mirror Coat. With decent HP and great Defenses, this thing can tank a hit from one of its many weaknesses and destroy any overzealous opponent.
Offense:
Offesively....well...you know. Even in URPG this thing has highly lackluster coverage. It has plentiful Grass and (like everything) Normal coverage, but most of its other coverage moves are weak/unreliable. It gets Dragon Tail and Outrage which...can be situationally useful maybe? It gets Fury Cutter for Bug and Rock Smash for Fighting (lol). It has Bulldoze for Ground which is meh in BP but lowering speed is always helpful, but it also has Earthquake. Iron Tail grants it something to do against Ice-types (if it hits). Finally, it has access to Ancient Power which is also pretty weak and unreliable but that one time it gives you a rise you will have a real force to be reckoned with on your hands. All things considered, though, Meganiums Offenses are very meh so you'd have to probably set up a Swords Dance or a Curse or two before you can do any real damage. You should probably be sticking to using Meganium for support and stalling.
Item:
Meganium is probably best off holding Leftovers to keep that staying power up. I'd advise against offensive items like Weakness Policy and Life Orb simply because it just doesn't have the offensive move-options (or Baton Pass) to really abuse them. I'd also advise against Assault Vest since most of Meganium's bulk lies in its support moves anyway. Running a surprise Lum or even a Custap Berry could make for some surprise plays. Light Clay is great for some extra screen time (lel puns), and a Mental Herb could get you
high the edge on those pesky Encorers and Taunters. The Kee and Maranga Berries could help you shore up a defense as well.
Abilities:
It gets Overgrow and Leaf Guard. Neither is very good, tbh, but they both have situational uses. Overgrow can give you some semi-fearsome offensive presence if your HP gets low which it inevitably will with the typing. Coupled with a Custap or Salac Berry, you could deliver a heavy hit. That being said, Meganium has some pretty poor Offensive stats so even with Overgrow you won't be sweeping any time soon.
Leaf Guard is pretty silly. Of course being immune to Toxic and Burn (and Paralysis for those dumb hax trolls) is helpful, but ti requires you to be in Sun. Sun helps Meganium a lot! Free Solarbeams, 66% healing from Synthesis....getting OHKO'd by most Fire moves. Yeah, this probably won't be very useful to you and it doesn't even cure pre-existing status. It could be more helpful in Doubles where setting up Sun is easier, and Meganium is actually great in Doubles with support like Helping Hand, Heal Pulse, and Aromatherapy. Outside of Doubles, though, Overgrow is far less situational.
Top 5 suggested moves to buy:
(Just as a disclaimer, I'm never going to include Substitute and/or Protect/Detect in this category. These two moves are almost always helpful and priority buys while also being universally known.)
5. Earthquake / Bulldoze (Helpful coverage against Fire and Poison types. Earthquake hits much harder and makes up for Meganium's poopy Attack stat a bit, but Bulldoze could give you a useful edge by making up for its poopy Speed stat instead).
4. Counter / Mirror Coat (These both serve the same purpose. Having both would be ideal, but either one can and will be helpful).
3. Curse / Swords Dance (You probably could live with choosing one of these. Curse is probably better since it also shores up your Defense and Meganium doesn't really need Speed.)
2. Dragon Tail (Deterring set-ups is very important for Meganium. Things can and will try to take advantage).
1. Toxic / Leech Seed (Again, these both serve similar purpose for stalling. One helps to keep you alive while the other slowly drains more and more. Of the two, Leech Seed is far more reliable based on what it can affect and its healing properties).
Pre-Evos:
Not much new to say here. Chikorita seems like it would function in pretty much the same way for Devo, although it is much much worse even in that format. It's a little bulky and still has that same stally moveset, but it will go down much easier than its fully evolved counterpart and there are far better Grass-type options even as walls (it's still a qt though!!!!)
As for Bayleef, there's no real format to use it in, sorry :( . You could try Eviolite Bayleef if you're silly enough, but Meganium's natural bulk and option to hold Leftovers is most definitely the superior choice. But, hey, at least you would be....unique?
Obtainability:
Chikorita is Hard-Rank so you'd have to put your best foot forward to earn it through Art or a Story. In the National Park, it's found in the Botanical Gardens as a Borderline level Pokemon. Mainly, though, the easiest way to obtain a Chikorita is by being lame and dishing out $10k in the PokeMart.
Role Play suggestions:
The Chikorita family is great for healing things! A Nurse Joy even used one in the anime (several times in fact). Meganium's breath is also said to be able to heal dead plants which could come in handy. Meganium is very tall and I'd say riding one is very possible. Typically, the Chikorita family is very mild mannered and friendly, and they are able to control the emotions of other Pokemon with their scents, and attract them as well. They can sometimes be jealous, however. Also, make sure you give them access to plenty of water. Grass-type Pokemon need to stay hydrated to look beautiful!
What do I want?
Everyone wants Mega Meganium. Though, 90% of these people just want it because it repeats the word Mega. The Johto Starters were meant to remain pure-typed as a theme, so I doubt they'd change Meganium's typing. However, its dinosaur design elements make it a good candidate for Dragon-typing. I could also see it becoming a Fairy-type.
As for an ability, Multiscale or Marvel Scale would both help it out a lot. If it were to become Fairy-type, I could even see Pixilate being a bit useful.
As for stats: more Speed and better defenses. This is pretty self-explanatory given the kind of Pokemon Meganium is.
In terms of moves, Meganium really needs some more coverage. Psychic, Shadow Ball, and Dazzling Gleam are feasible options (though it probably won't get them, but this is my dream ok!) Roar would also help Meganium to get those Substitooturs outta there. Barrier would be useful as well.
