Erai hit the nail on the head, Ataro. You're only thinking in terms of battle, but we also have Contests and the Park, where normally useless moves can be extremely useful. People who take part in either or both of those sections are going to be less likely to delete "useless" moves.

Getting rid of weaker moves isn't going to make Sleep Talk less of a risk, either. Erai pretty much already went over that, too.

In the games, you can control completely what moves your Mon has. I know that in the games you only get 4 slots and in the URPG your Mon can have all moves possible (with the exception of EMs obviously). But if we can slap whatever moves onto a Mon we want, regardless of how good it makes that Mon, then why not be able to removes attacks as well? After all, you probably won't ever see an Infernape use Ember unless it has the misfortune of Sleep Talking it; why not be able to get rid of a move that's never going to get used anyway (assuming the owner of the Nape doesn't do Contests or use the Park)?

And if you think about it, it's easier on the refs for moves like Sleep Talk and Assist. If people remove attacks they never use and such, it'll result in smaller lists of moves that need to be rolled. It'd be easier for people to keep track of what moves their Mon have as well, especially when previous forms learn moves the evolved forms don't (mainly for people like me who don't have move lists in their stats).

I think we should have a discussion on LR instead. In the (cartridge) game you only need to use three moves before LR because you only have 4. I propose that we set a number of different moves that must be used before LR, say 6, then you don't need the move deletor

People aren't suggesting the move Tutor JUST because of LR though. It's only one of the reasons people are advocating a MD, not the ONLY reason.
