No one has touched this in a while but I think the fact that the URPG is defined as an RPG might be one of the factors to how suited Admins see it to their forum. Pe2k for instance, had quite an active RPG section, so URPG worked well there. Bulbagarden has a very active RPG section, especially back when URPG first joined, and the majority of the people who joined URPG ended up being people from the RPG sections. Few of the Bulbagarden RPG people that joined stuck around though because from what I can tell it isn't really so much of an RPG. Sure the Park is, but I think it's a lot more battle-affiliated. PWN is an RPG-dominant forum (I think) and we were welcomed there, but PokeCommunity doesn't seem to be and they rejected us twice. The same applies with Pokebeach, who didn't even reply.

If we were to migrate to Smogon, I think the battle thing would need to be emphasized and less emphasis on the RPG aspect, which is pretty misleading anyway imo. If the URPG was more RPG heavy, I think a lot of the current members wouldn't have stuck around. I don't know when it'd be best to approach another forum, but Smogon really seems the best choice from what I can tell.

What if we did expand it post-VI, but did so on a still-budding forum? That way we wouldnt have to worry about an overload of people right away.

The forum I have in mind is Pokemon Crossroads, basically the new and totally improved pe2k.

Anyways, if it does expand, perhaps it could be a few months after Pokemon Bank is released; because it's pretty apparent that the other hundreds of Pokemon still have updated movesets and such, and possibly a few more Mega Evolutions, and we would need to know these updates. Of course, if some group figures out how to hack the 3DS to the point that they can find this information load that way BEFORE the release of Pokemon Bank, then that would be even better.

Anyway, if we do expand--even if to a small, still blooming forum--it would be best to do so once all of the things for gen VI have been implemented into the URPG.

Either that, or we can expand to said forum right now, while everyone is still working on all the Generation VI content for the URPG. Since it seems that we're losing some activity in the URPG, I personally feel that this would be ideal.

Then again, if you guys are really wanting to expand to another forum you can always try Serebii...right? I mean they have a huge userbase there, and you'd think that there are many different members there to join, and thus help expand.
