Before, there was no clear cut way to determine whether a trade was balanced or not. However, there is now.

All trades must involve two Pokemon whose difference in trade value is 3 or less.

A Pokemon's trade value is based on its most basic stage and the amount spent on it in terms of moves and ability. If the most basic stage is available in the Pokemart, it has a value of 0. If the most basic stage is not available in the Pokemart, its value is found through its story rank.

Simple: 1
Medium: 2
Hard: 4
Complex: 6
Demanding: 8

For each taught move that is not an HM on a Pokemon, the Pokemon's trade value is increased by 1. Additionally, if a Pokemon's Dream World ability is activated, that Pokemon's trade value is increased by 1. Furthermore, an attached TM, but not item, on a Pokemon will increase its trade value by 1.

Note: This does not reflect what a story deal should ideally be. It is up to the two trading parties to decide themselves what is fair in terms of payment to each other, as long as it ends up in a difference of 3 or less.

Example: A Porygon with no taught moves has a trade value of 8. A Bulbasaur, available in the Pokemart, has a value of 0. In order for Bulbasaur to be traded to Porygon, Bulbasaur's value must be increased to a number between 5 and 11, including 5 and 11. This can be done by teaching Bulbasaur moves, attaching a TM to Bulbasaur, and activating its Dream World ability.
