My Themy the Whimsicott now ties Winter's Junko the Whimsicott at 33 EMs.

EDIT: Bruno the Mr. Mime now has 30 EMs.

EDIT2: Mandolin the Chesnaught now has 13 EMs.

EDIT3: Kyubey and Ash's Sylveon are both going up to 21 EMs (Ash hasn't bought Magic Coat quite yet but should soon)

EDIT4: Once this mart post is approved, my Hatedisc the Mimikyu will tie Sou's Boba the Mimikyu at 18 EMs.

EDIT5: Once this one's approved, my Poppy the Primarina will tie Sou's Seasalt at 17 EMs.

EDIT6: Once this is approved my Ninetales-A named "μ's" will be the sole NUKEM at 19 EMs.

EDIT7: And after this one's approved my Smeargle, Van Goat, will tie Ash's Smeargle at 10 EMs.

EDIT8: All those posts were approved. Also, my Cradily (2017) now ties Ayotui's Cradily at 22 EMs.

Ak the Turtle (Blastoise) has 30 EMs and it'll keep growing eventually
