It’s pretty misleading advice. Creates some pretty nasty prose. They should choose their objects of description carefully—description pretty much exists to create atmosphere in the reader’s mind, so they should choose their objects to describe and their description methods based on what atmosphere they want to create.

Generally, it’s advised to describe from the get-go, especially since as the story continues an author should focus more on the plot and prose rather than description of main characters. Rather than saying description should be held off explain why you think the description was over-the-top. Also, the author had a problem with dialogue tags, and your explanation was vague. Examples enforce points and advice, especially when dialogue tags are tricky to begin with. Focus on enforcing your grade with examples that the author can see.

Well, it's not that you should stop talking about it but give more explanation to your reasoning. Sometimes there is too much description in the introduction, and that detracts from the story. Sometimes there's too little and leaves people in the dark until something happens. Point is, description is needed at the beginning, the middle, and the ending. What the author needs to do is find a balance between description and story content.
