THE SQUALL KUA: still waters run deep

    capital city: Beiyang
    current shi: Commander Madlyn

Uniformed travelers to the Squall Kua will be confused at first: the rocky land, which is scared with rapidly-flowing rivers, is almost entirely devoid of life. If you scoured the entire continent, from where the grassy plateau of the Chasm Kua gives way to the saltwater marshes and later the darkened cliffside caves, you would be hard-pressed to find much. The true heart of the Squall Kua isn't on the land at all, but in their fleet, which drifts wherever the waves will take them. They aren't above starting conflict and raiding the coasts when they need supplies, but for the most part, they will only turn their considerable might on a foe when provoked first.

It is said that Commander Madlyn hasn't stepped foot on land since the day she was born. When she was a child, the boat she was attacked by a vicious Gyarados and destroyed; her unconscious body was pulled from the sea seven days later. Young Madlyn was the only survivor, and in that attack, she lost her right eye. Today, she wears a necklace of Gyarados fangs. She smells of salt and loves the sea. To her people, she is their anchor in the storm. Confident, graceful, and bold, Madlyn believes in leading from alongside: you won't find her in the gilded quarters of Beiyang, but instead hauling sails or repairing the hulls with her people. She will protect the Squall Kua at all costs, but is hesitant to involve them in the affairs of Onmyo needlessly.

The fleet, Beiyang, isn't a place; it's a people. The Squall Kua's legendary fleet of ships roams the southwestern seas of Onmyo, where the waves are the fiercest. No one has ever counted the number of boats in the floating city, and the Squall Kua is more than happy to keep their numbers anonymous. The decks are drenched with seafoam and the people are as hard as nails, but out here, they have to be. Each day is in spent in rugged preparation to brave the storm of tomorrow.

Ecosystem quirks: the cliffs are dotted with dark caves, inside which many dark- and water-types reside. However, some Pokemon are only found in the deep waters at the heart of the Squall Kua.
