The Plains Kua was once entirely burned to the ground. Some say it was dragons; some say it was fire; no single kua took responsibility. At first struggling for years to rebuild and find relevance in an Onmyo that had learned to move past them, the Plains Kua eventually adapted into the mold that Onmyo had left them and began raising mercenaries. Unlike the warriors of their neighbors in the Chasm Kua, the Plains Kua will lend their allegiance to whomever seems the most advantageous at the time. No matter what anyone says, they are a force to be reckoned with, and their alliances often end in blood.

Councilor Amine is charismatic, bold, and charming. You would look at him and think that he means the best for you. Everyone would. And, as long as your ideals do not interfere with his, he has no qualms letting you believe that. The people of the Plains Kua adore him for leading them out of their dark days; in their eyes, he is truly the savior that took them by the hand from the ashes. Blessed with a winsome smile and good looks, he is followed with a near-cultlike ferocity, and even when kua conflicts arise, he can usually find a way to endure them all. And yet beneath the surface runs a fair amount of toil: he makes the same mistakes and sometimes overestimates his own power over people. You will never know where his gaze will turn next.

The capital of Honglan City has enjoyed a sudden burst of prosperity, and it shows. Rundown huts are interspersed with newly-constructed towers; the old groundwork is being torn down almost faster than the new can replace it. The Plains Kua is one of the most prosperous regions in all of Onmyo, and their recent activity is in many parts attributed to the Councilor. There exist rumors of a strange, underground crime network, but you’ll be hard-pressed to find an entrance if you don't know where to look.
