Park Changes

There's a couple of changes going into effect immediately for new runs and posts. They are as follows:

Non-Battle Posts are now staggered in pay
$500 for each Non-Battle Post if 3-4 posts are of poor quality
$750 for each Non-Battle Post if 2 posts are of fair quality and 2 are of poor quality
$1,000 for each Non-Battle Post if 3-4 posts are of fair quality
-This goes into effect for all posts starting today.

Pictures of Rare, Special, and Legendary Pokemon are now staggered in pay
Rare Picture - $1,500
Special Picture - $1,750
Legendary Picture - $2,000

Rare and Special Ranks will have different modifiers in the Capture Calc
-Before, Rare and Special shared the same -25% modifier, but because there is a 10k difference in MCR, Special is now -30%
-This update will be added to the calc when Chainy gets to it
