I think one needs to be put in place because of Last Resort.

What do you mean? There already is a PP system. All moves have the normal amount of PP, it's just that it usually doesn't matter, so you don't hear about it much.

I thought that the in the Battle part of the URPG, PP acts exactly the same as it does in the game.

I know that in the National Park a move's PP is only used to measure how difficult the move is for the Pokemon to pull off... is this what you are referring to?

This is correct. In battles, PP mean the same as in the games, and in the Park, Moves with less PP are more difficult to perform than moves with higher PP. I think he meant the former, though.

Last Resort doesn't even rely on PP usage anyway, you just need to have used all of your other available moves at least once each.

Eh what? Last resort is only usable after all other move's PP is used up.

Last Resort inflicts damage and has no secondary effect. However, it cannot be used until all other moves that the user knows have been fully executed, at least once, during the battle.

This 'counter' resets if the user switches out, faints, or the battle ends. Last Resort will fail if it is the only move the user knows.

-per Bulbapedia's page on the move.

I believe he is referring to Trump Card,

but anyway yeah the PP system does exist and in fact I've nailed a few battlers before for using moves beyond their PP

I would like to mention that, in the championship battle between Mike and I, the PP usage was a pivotal part of the outcome. Point being, it IS important to count the PP usage of moves, specially those with low PP count.

No, he Trick-Scarfed it and amped up Dugtrio while it steadily used up its PP and Struggled to death.
