So, recently it has come to my attention that Lanturn should have Earthquake.

But GliscorMan, you ask. Lanturn doesn't get Earthquake in anything!

A Trainer in Emerald on the Victory Road has a Lanturn with Earthquake. As a Trainer in one of the games has one, my question is:

    Why can't we?

I dont think it is possible to legitimately obtain a Lanturn with Earthquake as a trainer in the Cartridge games, hence it isnt a legal move for Lanturn in URPG

As a special move, at least. Mind you, these are NPCs. They had to have gotten the Pokemon somewhere.
From Bulbapedia: "In Pokémon Emerald, a Trainer in Victory Road has a Lanturn that knows Earthquake, even though it cannot have the move legimately in any generation."

And, as Fawkes said. Lance had a Dragonite with Barrier.
From Bulbapedia: "In Red, Green, and Blue, Lance has a Dragonite with this move, although Dragonite cannot legitimately have the move in any of the games."

"Legitimately" is the key word here.

I've seen a Spiritomb with Wonder Gaurd in the games, can we have that as well?

But did a NPC have it? I think not. Dragonite should be able to get all the moves that it has ever had, and Barrier is included because of Lance. Same with Lanturn's Earthquake. These moves weren't hacked on with an extra device. They exist in the games.

Let's look at this from the perspective of the URPG. The moves must be legal for them to be anything usable within the RPG, if I'm not mistaken.

Now, the games have had a Hydreigon at Level 54, which isn't possible. Whose to say there weren't Game Freak NPC shenanigans like that going on? If it's not listed, it's not allowed.

Yes, but levels have no bearing on the URPG. You can also legitimately obtain some Pokemon at lower levels than they evolve (Level 3 Electrode in FR/LG). But how did the NPCs get the moves onto the Pokemon if they're illegal? And who's to say that its illegal, other than Gamefreak, who made the games?

I say if you win 100 4v4 or higher battles with Lanturn, you can have it. Even if someone does manage to accomplish this, it won't be game breaking. xP

This brings up the question of why it even matters. I mean, look at Lanturn's attack stat.

    No

EDIT: I was surprised and disappointed that this was neither a new ref/judge/ranger/grader or trolling.
