    In December 2004, Starter Pokemon rules changed. Before then, you could pick any lowest evolution Pokemon or non-evolution Pokemon, unless it was on the Banned List.

    Thanks for this Jack! Very interesting to see the breakdown on this type of thing. Though I was wondering on the by type, shouldn't Poison be Gastly, Dark be Houdour, Rock be Aron, and Flying be Scyther?

    I went by Primary Type first. Flying has to go by secondary and Scyther already took Bug. Yes, there's Noibat, but that's the only choice for Dragon since all the others a banned. heh Though, I will switch Houndour. Good catch on that.

    New info, list updated! Lots of movement. Eevee takes its rightful position as the indisputable number 1. And yes, non-evolution Pokemon were allowed a long time ago. This was the list from R/S release, about four months before we made the rule change:

    Dratini, Larvitar, Bagon, Kabuto, Omanyte, Lileep, Aerodactyl, Snorlax, Chansey, Beldum, Castform, Porygon, Sudowoodo, Kangaskhan, Feebas.

    Before that, I think only Dratini, Larvitar, Aerodactyl, Porygon, and Snorlax were banned.
