1. What is this all about and what do I do?

If you're interested, head to the http://bmgf.bulbagarden.net/f393/starter-requests-55971/ thread. The first post lists the rules for starters, as well as the Pokemon Pokemon which fit the rules but aren't allowed for other reasons. Anything else that fits the rules is fair game.
